The system of care for youth at-risk

This diploma thesis deals with the care system for at-risk youth in the Czech Republic. He examines it through the lens of youth curators who coordinate individual cases. As Street level bureaucracy, they implement the care policy for at-risk youth. I set myself the main goal of the work. To find out how the current system of protection of children's rights works, focusing on the clients of the youth curator and to identify key problems in the field of implementation of the current policy of protection of children's rights from the perspective of youth curators, as line workers. I elaborated the main goal into sub-research questions that deal with tools, strengths of the system, barriers, opportunities for curators to participate in policy making, the identification of curators with the current direction of the system, and I further find out whether curators have sufficient conditions for the performance of their profession. I also set two sub- goals. The first deals with the possibilities of innovation and improvement of the entire system, for example through examples of good practice or inspiration abroad. Equalising opportunities for pupils in the Czech educational system through the work of social pedagogues, social workers and other street-level bureaucrats.

This thesis discusses the possibilities of support for socially disadvantaged pupils in Czech primary schools by street-level bureaucrats in order to equalise their educational opportunities. Using a questionnaire survey, the thesis searches answers to the questions of what the support of disadvantaged pupils in Czech schools looks like, what organisational placement of street-level bureaucrats within the system can be effective for such support, and what support is appropriate for street-level bureaucrats themselves to perform their role well. The sub-results of the thesis are then claims that social pedagogues and social workers in schools, as well as social and other service workers outside schools, perceive support for disadvantaged pupils as part of their work and strive for it. A model of support inside and outside schools and effective collaboration between these actors therefore appears ideal. The fulfilment of the common goal of street-level bureauctrats is often hampered by inadequate working conditions, which should be systematically improved in order to improve the quality of line workers' work.
The role of street-level bureaucrats in the selection of tools to prevent the removal of a child to foster care

The topic of the thesis is the role of street-level bureaucrats in the selection of tools for the prevention of child removal to foster care. The aim of the thesis is to compare the practice of street-level bureaucrats in selected social-legal protection of children institutions in Ústí region and Pardubice region. In order to achieve the aim of the thesis, qualitative research in the form of semi-structured interviews with the workers of the child social-legal protection body was used. The thesis identified differences in the use of some tools by street- level bureaucrats in the analysed regions. The main difference was the use of interactive case conferences and family conferences in the Pardubice region. The thesis described the barriers that prevent workers in the Ústí region from using the family conference tool and the circumstances for (not)removing children to foster care. Furthermore, factors influencing street-level bureaucrats in the choice of the tool were identified and the thesis highlights a possible difference in criteria for removing children to foster care across the regions, which would be worth further exploration.
Attitudes of small municipalities to requests for information under Act No. 106/1999 Coll., On Free Access to Information.

This diploma thesis is focused on finding out the attitudes of small municipalities to requests for information under Act No. 106/1999 Coll., On Free Access to Information. The main aim of this work is to examine these attitudes and try to find the causes of negative attitudes. At the same time, it is also secondary ambition to 1) analyze the applicability of the right to information in the context of small municipalities and 2) try to suggest possible measures that could reduce the negative attitudes of mayors of small municipalities to the right to information. In the diploma thesis, the mayors of small municipalities are viewed from the perspective of the theory of street-level bureaucracy, whose actions have a real impact on the implementation of public policies. At the same time, policy failure is a marginal concept, which looks at the law on free access to information as an example of a failure of public policies.
Inclusive education from the view of primary school principals

This bachelor thesis deals with inclusive education from the view of primary school principals. This topic has been oftentimes discussed from the year 2016 due to settings new conditions for implementation of inclusive education. These conditions were set up by the amendment to the education act and ministerial decree No. 27/2016 Sb. The main goal of this bachelor thesis was to find out if the tasks from strategic documents are fulfilled in selected primary schools. Other goals were to find out how street-level bureaucrats can influence the implementation of inclusive education, then map how the principals cooperate with other stakeholders and identify the factors which negatively influence the fulfilment of the tasks from strategy documents. The results were detected through a case study. During the research I made six semi-structured interviews with primary schools principals in Praha-východ district.
Inclusive Education in the context of the Election Programs of Political Parties

The bachelor thesis "Inclusive Education in the context of the Election Programs of Political Parties" examines how the topic of inclusive education is used in election programs of political parties and political movements in the Chamber of Deputies of the Parliament of the Czech Republic in 2017. At the same time, thesis also focuses on linking this topic to the public-political cycle. The work draws data from election programs of individual political parties and from the pre-election debate held on Czech Television. The main finding is that inclusive education has become an up-to-date topic for elections in 2017 - inclusive education does not take place in electoral programs for elections to the Chamber of Deputies in 2013. Another finding is that 6 out of 9 political parties that got to the Chamber of Deputies after the 2017 elections were against inclusion and 3 for inclusion with adjustments. Most political parties see the problem as a whole in the current form of inclusive education.
Human rights for persons with cognitive impairment in the social services

In modern European society, there is not the slightest doubt that all people, regardless of gender, age, race, and health status have the same rights as guaranteed, which are called human rights. According to the existing laws and agreements (referred to in the work) and according to the generally accepted rules, the human rights are inalienable, with the exception of serious and precisely specified reasons. This work deals with the problem of how to balance this elementary right with the fact that for people with cognitive impairment it is sometimes necessary to carefully consider some form of restriction of their rights. The aim of this work is to find a definition of the human rights for the elderly with cognitive impairment. Secondary objectives are to describe the social services standards in relation to human rights and the subjects who are involved in supervising the observance of the rights, and the current status. The selected issues were viewed through the implementation theory, the concept of street-level bureaucracy, and the quality of life. The issue of state social support benefits.

The topic of the diploma thesis is the issue of state social support benefits. The aim is to find out the current state of abuse of state social support benefits and identify their shortcomings. The topic is examined from the perspective of the theory of social construction of target populations and the theory of street-level bureaucrats. The work examines the construction of recipients of SSS benefits in both media and political discourse. Qualitative research was used to achieve the goal of the work, in the form of semi-structured interviews with street-level bureaucrats and document analysis. In order to obtain information on the construction of recipients of SSS benefits, articles in online and print media and stenographic records from the meetings of the Chamber of Deputies and the Senate of the Parliament of the Czech Republic were analysed. I consider the finding that the recipients of SSS benefits are not perceived as a homogeneous group and are constructed according to the individual benefits they receive to be the main results of the work. In addition to the characteristics of this institution, the thesis also includes the view of educators on their profession and their role of children education. There are also identified problems, that educators face in their profession. The thesis deals with the concept of street-level bureaucracy and career self-concept.
